THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Permission is hereby granted to South Street Headhouse District, C/O Michael Harris ("Owner"), to construct, own, and maintain proposed various encroachments in the Public Right-of-Way along the 500 Block of South 2nd Street median island, at Headhouse Square Plaza, in Philadelphia, PA 19147, as follows:

Encroachment Description:

A group of proposed various encroachments, located along the 500 Block of South 2nd Street median island, from a point approximately five feet (5'-0") south of the Lombard Street south Right-of-Way line to a point approximately twelve feet (12'-0") south of the South Street north Right-of-Way line and encroaching into the cartway of South 2nd Street from a point approximately forty feet (40'-0") west of the South 2nd Street east Right-of-Way line to a point approximately forty feet (40'-0") east of the South 2nd Street west Right-of-Way line. The encroachments being proposed include, benches, open pavilions, private lighting, and planters.

SECTION 2. The construction, use and maintenance of the Encroachment described and listed in Section 1 shall be in accordance with the laws, rules and regulations of the City of Philadelphia, and specifically those of the Department of Licenses and Inspections, the Department of Streets, and the Art Commission, provided that the Department of Streets, in its sole, unreviewable discretion, may allow minor variations of the dimension limits of Section 1, within standard tolerances of current engineering practice.
