Transmitting a bill authorizing the Streets Commissioner, on behalf of the City, to enter into an agreement with the Norfolk Southern Railway Company for the establishment and construction of public at-grade crossings of the tracks of the said Railway Company at the southwesterly side of the Manayunk Canal by proposed extensions of Cotton Street and Lock Street, accompanied by an explanatory letter from the Streets Commissioner.
