Authorizing the Commissioner of the Department of Streets, on behalf of the City of Philadelphia ("City"), to enter into an Agreement with TransRiver Marketing Company, L.P., ("TransRiver") pursuant to which TransRiver will receive municipal solid waste to be collected by or on behalf of the City, and dispose that municipal solid waste, over a four-year term, with three one-year renewal terms at the sole discretion of the City.
