Amending Chapter 17-1000 of The Philadelphia Code, entitled "Employment of Low- and Moderate-Income Persons by City Contracts," to require that a certain percentage of work hours performed under certain public construction and non-professional services contracts be performed by available City resident workers, and that businesses entering into such contracts submit an employment plan and report on workforce compliance; to add further requirements for employment of low and moderate income persons; all under certain terms, conditions and penalties.
