Amending Section 19-203 of The Philadelphia Code, entitled "Payroll Deductions," by authorizing City employee payroll deductions for payments to the administrator of any City-approved program under which City employees may make pre-tax payment of certain qualified transportation expenses as authorized under Section 132 of the Internal Revenue Code, under certain terms and conditions.
