TO THE PRESIDENT AND THE MEMBERS OF THE
COUNCIL OF THE CITY OF PHILADELPHIA:
I am returning herewith as requested by your Resolution adopted September 11, 2014, Bill No. 140377, entitled "An Ordinance amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," by adding a new Chapter 10-2100, entitled "Marijuana Possession," to create a civil penalty for the possession of certain items and to provide for penalties and enforcement procedures for violations of such provisions, all under certain terms and conditions," for the purpose of reconsideration by the Council of the vote by which said bill passed Council.
