Transmitting a message advising you that my administration intends to submit a contract proposal to the Fraternal Order of Police, Lodge 5, which will start the collective bargaining process under Act 111. I hereby request, pursuant to Chapter 17-2300 of The Philadelphia Code, that Council promptly schedule a public hearing concerning the City’s contract proposal, in order to permit the City to begin the bargaining process. If Council is unable to schedule such a hearing in the next 30 days, I request that the Council President certify to the Office of Labor that Council is unavailable to do so, which will satisfy the requirements of Chapter 17-2300 of the Code and allow the City to move forward with its proposal and contract negotiations.
