March 23, 2022TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:I am hereby returning without my signature Bill Number 210778-AA, which was passed by Council at its session on March 10, 2022. This bill creates the Affordable Housing Preservation Overlay District and adds certain areas of land in the 3rd District to such new district. It also establishes a temporary demolition moratorium with respect to a property in that same area for which imminent demolition of existing affordable housing has been threatened. One of the parcels covered by this bill is currently the subject of litigation, and I encourage the parties to reach a resolution.
