Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding provisions requiring the Department of Records to submit an annual report, entitled "Philadelphia Regulations Codified," containing all City regulations then in effect, and to publish the report on the City's official website, and making findings urging the City Administration to promulgate an official codification of City regulations, all under certain terms and conditions.
