Granting permission to Houston Small and Debra Wilson, owners and operators of Tasty Eats Food Truck located in the right-of-way on the east side of 13th Street between Norris Street and Diamond Street, to install, use and maintain certain electrical wires, conduits and appurtenances in, under and over the right-of-way on the east side of 13th Street between Norris Street and Diamond Street, for the purpose of supplying electricity to said lunch truck, under certain terms and conditions.
