Calling upon Mayor John F. Street to publicly release to the citizens, taxpayers and parents of this City his long-term educational and financial reform plan for improving the quality, performance and fiscal management of the public school system and to share with the public his expectations and reasons for entering into a Memorandum of Understanding with both Governor Ridge and Governor Schweiker which authorized a state take-over of the public school system.
