Transmitting a bill amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting and incorporating, with certain additions, deletions and amendments, the 2003 International Residential Code for One- and Two-Family Dwellings as the Philadelphia Residential Code, under certain terms and conditions, accompanied by an explanatory letter from the Department of Licenses and Inspections.
