Amending Section 9-604 of The Philadelphia Code, entitled "Refuse Collection," by increasing the annual license fee for the various licenses required by that Section, including the Private Garbage Collection License, the Waste Collection License, and the Recyclable Material Collection License, all under certain terms and conditions.
