Transmitting a bill amending Subcode "A" of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," to revise various fee provisions and provide an exception to certain permitting requirements for public utilities, common carriers or commercial radio or television stations, all under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of the Department of Licenses and Inspections.
