Amending Title 13 of The Philadelphia Code, entitled "Water and Sewer," by amending Section 13-306, entitled "Water Pipe Laid by Property Owners," and by amending Section 13-406, entitled "Sewers Constructed by Property Owners," by revising certain provisions to allow for private water and sewer services to be constructed to serve units in planned communities and condominiums; all under certain terms and conditions.
