Amending Chapter 17-1000 of The Philadelphia Code, entitled "Employment Of Low-And Moderate-Income Persons By City Contractors," by requiring persons performing work under certain construction contracts supported by City funds or City financial assistance to provide for a certain percentage of construction hours to be performed by City residents, under certain terms and conditions.
