Transmitting a bill repealing Subcode "B" (The Philadelphia Building Code) of Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," and adopting and incorporating, with certain additions, deletions and amendments, the "2003 International Building Code" as the Philadelphia Building Code, all under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of the Department of Licenses and Inspections.
