Amending Section 9-210 of The Philadelphia Code, entitled "Telephone Booths," by prohibiting installation or maintenance of any public pay telephone in or encroaching on the public rightofway without the grant of a concession by the Department of Public Property and by imposing requirements for the operation and maintenance of such telephones, all under certain terms and conditions.
