I am returning herewith as requested by your Resolution adopted May 9, 2013, Bill No. 120775-A, entitled "An Ordinance Amending Title 19 of The Philadelphia Code, entitled 'Finance, Taxes and Collections,' to provide for a private right of action to enforce certain tax laws, including penalties for nonpayment, all under certain terms and conditions," for the purpose of reconsideration by the Council of the vote by which said bill passed Council
