Amending Chapter 17-1400 of The Philadelphia Code, entitled "Non-Competitively Bid Contracts; Financial Assistance," by requiring applicants for non-competitively bid contracts to include economic opportunity plans as part of their applications, and requiring non-competitively bid contracts to include a provision requiring compliance with an economic opportunity plan, all under certain terms and conditions.
