Transmitting a bill amending Chapter 20-1000 of The Philadelphia Code, entitled "Political Contributions and Expenditures," by clarifying that no person shall make excess contributions to candidates through another political committee and by revising the form of notice that the Board of Ethics shall provide of the contribution limits, all under certain terms and conditions, accompanied by an explanatory letter from the Chair of the Board of Ethics.
