Amending Section 9-1004 of The Philadelphia Code, entitled "Contractors," by authorizing duly designated employees of the Philadelphia Parking Authority ("Authority") to issue notices of violation to enforce the provisions of that Section and any regulations adopted pursuant to that Section, and delegating to the Authority the power to carry out such function, all under certain terms and conditions.
