Transmitting a bill amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting and incorporating, with certain additions, deletions and amendments, the 2003 International Performance Code for Buildings and Facilities as the Philadelphia Performance Code, under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of the Department of Licenses and Inspections.
