Transmitting a bill authorizing the revision of lines and grades on a portion of City Plan No. 16-S by striking from the City Plan the southeasterly twenty-eight feet wide unopened portion of Grays Ferry Avenue from Carpenter Street to Kimball Street and from Kimball Street to a point approximately one-hundred sixty-eight feet southwestwardly therefrom in order to conform more closely with existing conditions, under certain terms and conditions, accompanied by an explanatory letter from the Streets Commissioner.
