Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by providing for the removal or immobilization of vehicles illegally parked in reserved spaces for the physically handicapped and severely-disabled veterans and of vehicles blocking any part of a curb cut or handicapped ramp.
