Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," to add a new Chapter 10-2100, entitled "Hate Crimes," to provide for additional penalties for criminal conduct motivated by hatred toward certain characteristics of other persons, under certain terms and conditions.
