TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:
I am hereby returning unsigned Bill Number 250213-A, introduced by Councilmember Nina Ahmad, and passed by City Council on June 12, 2025. Bill Number 250213-A is intended to regulate the sale of vaping devices to individuals under the age of 21. While this is a laudable goal, I have been advised by the Law Department that the requirements of this bill are both preempted by state law and inconsistent with the Philadelphia Home Rule Charter.
For this reason, I am returning Bill Number 250213-A unsigned.
