Transmitting a bill amending Title 2 of The Philadelphia Code to provide for the powers and duties of the Department of Prisons created under Section 3-100 of the Home Rule Charter; and further amending Title 20 of The Philadelphia Code to provide for the salary of the Commissioner of Prisons, all under certain terms and conditions.
