Proposing an amendment to the Philadelphia Home Rule Charter to prohibit the enactment of any zoning ordinance that creates a district in which licensed gaming is permitted, unless the Philadelphia Home Rule Charter is amended to authorize Council to enact such an ordinance, and providing for the submission of the amendment to the electors of Philadelphia.
