Amending Title 18 of The Philadelphia Code to add a Chapter related to "Gambling Enterprises" by establishing an Office of Gaming; providing for the duties of such Office; providing certain minority participation goals applicable to City relationships with gambling enterprises; and setting forth certain requirements applicable to zoning changes made in connection with legalized gambling; all under certain terms and conditions.
