Transmitting a bill amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to revise the fees for the use of parking meters in certain locations; to revise fees and charges for the immobilization and impoundment of vehicles for parking and other violations; and to revise the penalties for various parking violations; all under certain terms and conditions, accompanied by an explanatory letter from the Deputy Mayor of Transportation and Utilities.
