Authorizing City Council's Committee on Parks, Recreation and Cultural Affairs to determine the feasibility of the Department of Parks and Recreation partnering with the Philadelphia School Board for the purpose of developing community run recreation programs in public school facilities to be used after hours; such community run recreation programs would be sponsored and run by the Parks and Recreation Department.
