Transmitting a bill amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by adding a new Section 14-1628, entitled "Keystone Opportunity Zone Special District Controls," prohibiting residential uses in certain deteriorated areas of the City and providing for service on the relevant City departments of certain applicationss relating to the use of property in such areas; and by making certain conforming changes in Section 14-1802, entitled "Criteria for Granting Variances"; all under certain terms and conditions.
