Honoring, recognizing and always remembering the men and women who have served in our armed forces and have never returned and those that paid the ultimate price for the freedoms and security that we as a nation enjoy; and authorizing the placing of "One Empty Seat" the POW/MIA National Chair of honor in Philadelphia City Hall as a solemn reminder of all of those that serve.
