Title

Approving the redevelopment contract of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Parkside National Register Historic District Urban Renewal Area, designated as Parcel Nos. 1, 2, 3, 4 & 5 also sometimes identified by house numbers and street addresses for Parcel No. 1 as 4108-4110 Parkside avenue, for Parcel No. 2 as 4112 Parkside avenue, for Parcel No. 3 as 4114 Parkside avenue, for Parcel No. 4 as 4120 Parkside avenue and for Parcel No. 5 as 4109-4111 Viola street and authorizing the Redevelopment Authority to execute the redevelopment contract with Interim House West Facilities, Inc. and to take such action as may be necessary to effectuate the redevelopment contract.

Body

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the Parkside National Register Historic District Urban Renewal Area,  (hereinafter "Parkside National Register Historic District"), which said plan and proposal were approved by Ordinance of the Council on April 13, 2000; and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of the Parkside National Register Historic District Urban Renewal Area, consisting of five parcels designated as Parcel Nos. 1, 2, 3, 4 & 5 also sometimes identified by house numbers and street addresses for Parcel No. 1 as 4108-4110 Parkside avenue, for Parcel No. 2 as 4112 Parkside avenue, for Parcel No. 3 as 4114 Parkside avenue, for Parcel No. 4 as 4120 Parkside avenue and for Parcel No. 5 as 4109-4111 Viola street hereinafter more particularly described (the “Parcels”).  The areas of said Parcels are bounded as follows:

 

Parcel No. 1 (4108-4110 Parkside avenue).                     

 

ALL THAT CERTAIN lot or piece of ground located in the Sixth Ward of the City of Philadelphia with the buildings and improvements thereon erected situated on the southwesterly side of Parkside avenue (one hundred feet wide) at the distance of one hundred eighteen feet six and seven-eighths inches northwestward from the northwesterly side of North Forty-first street (seventy feet wide); Containing in front or breadth on Parkside avenue fifty three feet four inches and extending of that width in length or depth southwestward between parallel lines at right angles to said Parkside avenue a distance of one hundred feet four and one-quarter inches;  Bounded in the rear thereof partly by the head of a certain seven feet eleven and one-quarter inches wide driveway extending from the southeast most corner of the lot of ground hereby conveyed, southwestward into Viola street (forty feet wide).

 

Parcel No. 2 (4112 Parkside avenue).

 

ALL THAT CERTAIN lot or piece of ground located in the Sixth Ward of the City of Philadelphia with the buildings and improvements thereon erected situated on the southwesterly side of Parkside avenue (one hundred feet wide) at the distance of one hundred seventy one feet ten and seven-eighths inches northwestward from the northwesterly side of North Forty-first street (seventy feet wide); Containing in front or breadth on Parkside avenue sixteen feet four inches and extending of that width in length or depth southwestward between parallel lines at right angles to said Parkside avenue a distance of two hundred feet to the northeasterly side of Viola street.

 

Parcel No. 3  (4114 Parkside avenue).                     

 

ALL THAT CERTAIN lot or piece of ground located in the Sixth Ward of the City of Philadelphia with the buildings and improvements thereon erected situated on the southwesterly side of Parkside avenue (one hundred feet wide) at a distance of one hundred thirty three feet eleven and five-eighths inches southeastward from the southeasterly side of Marlton avenue (fifty two feet wide); Containing in front or breadth on Parkside avenue sixteen feet and extending of that width in length or depth southwestward between parallel lines at right angles to said Parkside avenue a distance of one hundred twenty two feet eleven and one-quarter inches to a six feet wide alley.

 

Parcel No. 4 (4120 Parkside avenue).                     

 

ALL THAT CERTAIN lot or piece of ground located in the Sixth Ward of the City of Philadelphia with the buildings and improvements thereon erected situated on the southwesterly side of Parkside avenue (one hundred feet wide) at the distance of five hundred twenty one feet seven and five-eighths inches southeastward from the southeasterly side of North Forty-second street (fifty feet wide); Containing in front or breadth on Parkside avenue twenty feet and extending of that width in length or depth southwestward between parallel lines at right angles to said Parkside avenue a distance of two hundred feet to the northeasterly side of Viola street.

 

Parcel No. 5 (4109-11 Viola street).                     

 

ALL THAT CERTAIN lot or piece of ground located in the Sixth Ward of the City of Philadelphia with the buildings and improvements thereon erected situated on the northerly side of Viola street (forty feet wide) at a distance of one hundred sixty six feet three and five-eighths inches eastward from the easterly side of Marlton avenue (fifty two feet wide); Containing in front or breadth on Viola street fifty three feet four inches and extending of that width in length or depth northward between parallel lines at right angles to said Viola street a distance of ninety nine feet seven and three-quarters inches including on the easterly side thereof the bed of a seven feet eleven and one-quarter inches wide driveway extending northward from Viola street.

 

                     The said redevelopment contract is in substantial conformity with the urban renewal plan and the development proposal approved by the Council; and

 

                     WHEREAS, Interim House West Facilities, Inc., desires to enter into the said redevelopment contract for the Parcels.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract and submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter “Redevelopment Authority”) for the redevelopment of that portion of the Parkside National Register Historic District Urban Renewal Area, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Interim House West Facilities, Inc., (hereinafter “Redeveloper”).  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract.
