Title
Approving certain agreements by the Department of Revenue, the Department of Commerce, or both, with various taxpayers, providing for payments to the City relating to the establishment or extension of certain Keystone Opportunity Zones, Keystone Opportunity Expansion Zones, or Keystone Opportunity Improvement Zones, all under certain terms and conditions.
Body
      WHEREAS, Section 310 of the Keystone Opportunity Zone, Keystone Opportunity Expansion Zone and Keystone Opportunity Improvement Zone Act provides that a business in a Keystone Opportunity Zone, Keystone Opportunity Expansion Zone or Keystone Opportunity Improvement Zone (collectively, a “Keystone Opportunity Zone”) may enter into an agreement with a political subdivision to provide for payments in lieu of taxes, not to exceed certain statutory thresholds, if the agreement is approved by the governing body; and
 
      WHEREAS, The Department of Commerce, the Department of Revenue or both propose to enter into certain agreements with certain businesses for payments in lieu of taxes, all relating to the City's recent applications to the Department of Community and Economic Development for the extension or adoption of certain Keystone Opportunity Zones or Subzones, as authorized by Bill Nos. 080882 (approved Dec. 22, 2008) and 090410 (approved June 25, 2009); and
 
      WHEREAS, Council wishes to give its approval to such agreements;
 
      NOW, THEREFORE, BE IT RESOLVED, That agreements for payments in lieu of taxes relating to the following properties are hereby approved and the Commerce Director, the Revenue Commissioner or both are hereby authorized to enter into such agreements:
