Authorizing the Committees on Parks, Recreation, and Cultural Affairs and Public Safety to hold hearings regarding the purchase and training in the use of Automated External Defilibrators for recreation centers throughout the City of Philadelphia.
Body
WHEREAS, In December 2006 the City Council Committee on Parks, Recreation, and Cultural Affairs conducted a hearing changing the Mallery Recreation Center to the Daniel E. Rumph Playground; and
WHEREAS, During that hearing, participants offered collaboration with City Council to donate Automated External Defibrillators (AEDs) to protect participants and faculty in the event of sudden cardiac arrest because when someone collapses from sudden cardiac arrest that person must receive rapid CPR and defibrillation within three (3) minutes; and
WHEREAS, During that hearing, participants also offered collaboration with City Council to provide training to every Philadelphia Recreation Center in Philadelphia County where recreational and sports programs are held; and
WHEREAS, During that hearing, participants also offered collaboration with City Council to train teenagers in those communities in CPR/AED skills; and
WHEREAS, Placing AEDs in Philadelphia Recreation Centers will protect the community as a whole because sudden cardiac arrest is one of the leading causes of death in the United States; and
WHEREAS, Such hearings can clarify whether recreational facilities may need to receive additional funding in budget FY 09 for this purpose; and
WHEREAS, These hearings will also highlight the Daniel E. Rumph Foundation, who has been steadfast in working with City Council to help prevent cardiac incidents, and their commitment to the legacy of the late Daniel E. Rumph; now, therefore, be it
RESOLVED, BY THE CITY OF COUNCIL OF PHILADELPHIA, That we hereby authorize the Committees on Parks, Recreation, and Cultural Affairs and Public Safety to hold hearings regarding the purchase and training in the use of Automated External Defilibrators for recreation centers throughout the City of Philadelphia.
