Also naming the 5100 Block of Delancey Street as “Rasheen Hall Way” to honor the life and memory of Rasheen Hall and his lasting impact on his family, neighbors, and the West Philadelphia community.

WHEREAS, Rasheen Hall was raised on Delancey Street in West Philadelphia, where his values of service, kindness, and leadership were nurtured by his family, neighbors, and community; and
WHEREAS, Rasheen was widely known for his uplifting presence-often spending time at the YMCA and neighborhood spaces not only to play basketball, but also to encourage others, support friends, and help those around him; and
WHEREAS, Rasheen was a dedicated employee of the Jefferson Health System at Einstein Hospital, serving for three years in the Patient Transport Department, where he was recognized for his professionalism, respectful demeanor, and positive impact on patients and colleagues; and
WHEREAS, Rasheen’s legacy includes a sustained commitment to empowering youth and strengthening families, including work connected to community-based efforts supporting children of incarcerated parents; and
WHEREAS, Rasheen was a devout Muslim and a respected presence within Philadelphia’s Muslim community, admired for encouraging peers toward purpose, faith, and disciplined living, and for consistently showing care for others; and
WHEREAS, Rasheen was especially close to his great-grandmother, Lillie Lewis, a longtime resident of Delancey Street for over fifty years and a pillar of the block, and Rasheen proudly supported her and his neighbors by helping to keep the block safe, clean, and cared for; and
WHEREAS, The community has articulated plans to honor Rasheen’s memory through ongoing neighborhood-centered events and service-bringing residents together, supporting local youth, and uplifting those in need-so that Rasheen’s name remains connected to unity, resilience, and collective care; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the 5100 Block of Delancey Street also be named “Rasheen Hall Way” to honor the life and memory of Rasheen Hall and his enduring impact on his family, neighbors, and the West Philadelphia community.
