WHEREAS, In accordance with the provisions of the Urban Redevelopment Law, being the Act of May 24, 1945, P.L. 991, as amended and supplemented, the City Planning Commission of the City of Philadelphia (hereinafter "Commission") has on August 20, 1963, certified the West Philadelphia Redevelopment Area as a redevelopment area and has completed a detailed redevelopment area plan for the West Philadelphia Redevelopment Area dated March 16, 1962, as amended (hereinafter “West Philadelphia”); and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract which includes, inter alia a portion of West Philadelphia identified by house numbers and street addresses as 5821, 5902, 5914 and 5923 Chestnut street; 15 South Conestoga street; 4951 Hazel avenue; 6113 & 6129-6131 Pine street; 4208 Powelton avenue; 5411, 5421 & 5436-5438 Sansom street; 5019, 5023 & 5024-5028 Springfield avenue; 4914 Walnut street; 26 South Yewdall street; 220 South Fiftieth street; 1100, 1101, 1110, 1113, 1125, 1135, 1136, 1141, 1152, 1217, 1222, 1225-1227 & 1230 South Fifty-second street; 19 & 25 South Fifty-fourth street; 37 North Fifty-eighth street; 20-24 & 40 South Fifty-ninth street; 18, 27 & 137 South Sixty-first street and 121, 154 & 164 North Sixty-second street (the “Properties”).  The areas of the Properties are bounded as follows:

ALL THAT CERTAIN lot or piece of ground situated in the Sixtieth Ward of the City of Philadelphia and described as beginning on the north side of Chestnut street (eighty feet wide) at the distance of one hundred fifty one feet westward from the west side of Fifty-eighth street (sixty feet wide);  Containing in front or breadth on the said Chestnut street fifteen feet and extending of that width in length or depth northward between parallel lines at right angles to the said Chestnut street ninety seven feet to a point on the south side of a certain three feet wide alley extending eastward into said Fifty-eighth street the north line of said three feet wide alley abutting the south side of a certain twenty five feet wide driveway which extends eastward and communicating with a certain other eight feet six inches wide driveway which extends northward into Ludlow street (forty feet wide).

ALL THAT CERTAIN lot or piece of ground situated in the Fifty-first Ward of the City of Philadelphia and described as beginning on the west side of Sixty-second street (sixty feet wide) and the south side of Race street (sixty feet wide);  Containing in front or breadth on the said Sixty-second street sixteen feet and extending of that width in length or depth westward along the south side of said Race street sixty feet to a certain three feet wide alley leading northward into the said Race street.

 

                     WHEREAS, Neighborhood Restorations Limited Partnership XV (hereinafter “Redeveloper”) desires to enter into the said redevelopment contract for the Properties; and

 

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the Redeveloper.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of West Philadelphia, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Neighborhood Restorations Limited Partnership XV (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract.
