Urging the White House and United States Congress to work with NATO partners in establishing a limited no-fly-zone over humanitarian corridors in Ukraine.

WHEREAS, In the early hours of February 24, 2022, Russia initiated an unprovoked, unjustified, and illegal military invasion of Ukraine; and
WHEREAS, Ukrainians have since fought courageously to defend their country and their freedom, but they need more assistance from the international community. In particular, Ukraine lacks adequate air defense capabilities; and
WHEREAS, Despite ongoing talks between Kyiv and Moscow, civilian targets continue to weather Russian airstrikes. Missiles launched by Russian forces have destroyed important infrastructure and countless civilian structures in Ukrainian cities of Kherson, Kharkiv, Kyiv, Mariupol, Odesa, Chernihiv, Zhytomyr, and myriad of smaller towns and villages; and
WHEREAS, Ukraine has asked allies for compatible fighter jets and a U.S-NATO imposed no-fly zone over the country; and
WHEREAS, The United States and NATO have thus far resisted calls for imposing a no-fly-zone, warning such a decision could escalate the conflict beyond Ukraine; and
WHEREAS, The United States and NATO should make it clear to Russia that it does not seek broader conflict, but will not acquiesce to brutal violence against civilians; and
WHEREAS, Specific areas, designated as humanitarian corridors, should be established and protected by the U.S and NATO to ensure civilians and aid can move safely; and
WHEREAS, Without action, more innocent people will needlessly lose their lives and deepen the ongoing refugee and humanitarian crisis; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby urges the White House and United States Congress to work with NATO partners in establishing a limited no-fly-zone over humanitarian corridors in Ukraine.
FURTHER RESOLVED, That an Engrossed copy be presented to the Honorary Consul of Ukraine in Philadelphia, Iryna Mazur, further evidencing the sincere respect and admiration of this legislative body.
