Title
Nominating 21 individuals for consideration by the Mayor as appointees to the Police Advisory Commission.
Body
WHEREAS, Executive Order No. 8-93, issued by then-Mayor Ed Rendell after negotiation and consultation with City Council, established the Police Advisory Commission as the official civilian oversight agency for the Philadelphia Police Department; and
 
WHEREAS, The Commission is an integral part of the City's justice system, and a provider of valuable service to the Police Department and the citizens of Philadelphia; and
 
WHEREAS, The Executive Order provides that the Commission consists of 15 members and 4 alternates. Seven of the members and 2 of the alternates are appointed by the Mayor from a list of 21 nominees submitted by Council; the remaining 8 members and 2 alternates are appointed directly by the Mayor; and
 
WHEREAS, Mayor Nutter and Council mutually desire to appoint a full complement of Commission members to new terms; and  
 
WHEREAS, On April 20, 2010, Mayor Nutter and members of Council held a press conference announcing the beginning of the application process for Council's nominees, and at which Mayor Nutter announced his direct appointments to the Commission; and
 
WHEREAS, On April 21, 22, 23, and 30, 2010, notice was published in seven newspapers which solicited applications for the Commission; stated that the deadline to apply was May 20, 2010; and directed applicants to an Application Form available at www.phila.gov, www.phila.gov/citycouncil, www.phila.gov/pac, and www.phila.gov/humanrelations, at the Chief Clerk's Office (Room 402 City Hall), and at Philadelphia libraries; and
 
WHEREAS, In response to these announcements, more than 50 individuals submitted detailed applications; and
 
WHEREAS, On April 22, 2010, Council adopted Resolution No. 100272 authorizing Council's standing Committee on Public Safety (“the Committee”) to hold a public hearing and to submit a report to Council's Committee of the Whole setting forth the Committee's recommended list of nominations; and
 
WHEREAS, On June 1, 2010, the Committee held a public hearing at which applicants presented their credentials; and
 
WHEREAS, On June 8, 2010, the Committee adopted a report (Attachment “A” hereto) setting forth its recommended list of 21 nominees; now, therefore,
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, THAT Pursuant to Executive Order No. 8-93, the 21 individuals whose names are listed in Attachment “A” hereto are hereby nominated for consideration by the Mayor as potential appointees to the Police Advisory Commission.
 
RESOLVED FURTHER THAT The Chief Clerk of City Council is hereby directed to transmit a certified copy of this Resolution to the Mayor.
