Recognizing Dr. Taliba Foster in honor of National Women’s Physicians Day for her accomplishments and all the magnificent work she has done in the medical community.
Body
WHEREAS, Dr. Foster received her Bachelor’s Degree from the University of Pennsylvania and completed postgraduate studies at Columbia University. She received her medical degree from Robert Wood Johnson Medical School and completed her Adult Psychiatric Residency Program at St. Vincent Catholic Medical Center in New York City, NY; and
WHEREAS, Dr. Foster then completed a Child and Adolescent Psychiatry Fellowship at the Children’s Hospital of Philadelphia where she served as Chief Fellow and was awarded the Elizabeth B. Weller, MD Award for Outstanding Clinical Fellow. Dr. Foster is board certified and licensed in Pennsylvania and New York State; and
WHEREAS, Dr. Taliba Foster was born and raised in West Philadelphia. Her dedication to her West Philadelphian roots caused her to return to West Philadelphia to practice. She is currently employed at the Children’s Hospital of Philadelphia as the Medical Director for Pennsylvania’s Telephonic Psychiatric Consultation Service Program (TiPS); and
WHEREAS, Dr. Foster is an active member in the medical community. She is involved with the American Medical Association’s Minority Consortium and the Congressional Black Caucus Health Braintrust. Additionally, Dr. Foster has clinical faculty appointments at New York University-Bellevue Hospital and the Children's Hospital of Philadelphia. She gives lectures on Child and Adolescent Psychiatry, Bipolarity, Ethnicity and Early Intervention; and
WHEREAS, On February 3, 2019, Physicians all over the country will celebrate women in medicine in commemoration of the birthday of Elizabeth Blackwell, MD, the first woman in the United States to become an MD. Dr. Foster is a shining example of what women in the medical field can accomplish. Her professional accomplishments are impressive and she is deserving of being recognized on this significant occasion; now, therefore, be it

RESOLVED, that the Philadelphia City Council, Hereby recognizes Dr. Taliba Foster in honor of National Women’s Physicians Day for her accomplishments and all the magnificent work she has done in the medical community.
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Dr. Taliba Foster as a sincere expression of the Council of the City of Philadelphia’s gratitude, admiration, and recognition.
