Title

Approving the action of the Boards of the Philadelphia Industrial Development Corporation and the Philadelphia Authority for Industrial Development to sell Parcel F-13, an approximately nineteen-acre parcel of vacant land on the northwesterly side of Essington Avenue in the Eastwick Urban Renewal Area - Stage "A" Industrial, to MDC Philadelphia, LLC, developer for Airborne Express.

Body

                     WHEREAS, The Council of the City of Philadelphia, by Bill Number 916, approved November 20, 1973, has authorized and approved the execution of a Redevelopment Agreement between the Redevelopment Authority of the City of Philadelphia and the Philadelphia Industrial Development Corporation, PIDC-Financing Corporation, and the Philadelphia Authority for Industrial Development, for the redevelopment and urban renewal of the Eastwick Urban Renewal Area - Stage "A" Industrial; and

 

                     WHEREAS, The Philadelphia Authority for Industrial Development has purchased from the Redevelopment Authority of the City of Philadelphia the required land under the terms and conditions of the aforesaid Redevelopment Agreement; and

 

                     WHEREAS, City Council did reserve unto itself the Right of Approval, by Resolution, for each transaction completed by PAID under the terms and conditions of the aforesaid Redevelopment Agreement; and

 

                     WHEREAS, MDC Philadelphia, LLC, developer for Airborne Express, proposes to purchase Parcel F-13 containing approximately nineteen acres of vacant land on the northwesterly side of Essington Avenue in the Eastwick Urban Renewal Area - Stage "A" Industrial, and construct a one hundred fifteen thousand square foot building for use as an express package distribution facility; and

 

WHEREAS, Airborne Express proposes to retain one hundred fifty-two jobs and create sixty-one new jobs; and

 

                     WHEREAS, PIDC and PAID, upon the unconditional approval of their Boards at their meetings of November 18, 2003, and upon review by the Redevelopment Authority of the City of Philadelphia, have agreed to sell to MDC Philadelphia, LLC, developer for Airborne Express, Parcel F-13 in the Eastwick Urban Renewal Area - Stage "A" Industrial more fully described as follows:

 

                                          ALL THAT CERTAIN lot or piece of ground with the buildings and improvements erected thereon, situate in the Fortieth Ward of the City of Philadelphia, and described in accordance with a Plan of Property (2004/43SK/5667/CP#357 D3768) made December 9, 2003 for the Philadelphia Industrial Development Corporation by Frank J. Morelli, Surveyor and Regulator of the Seventh Survey District, as follows:

 

                                          BEGINNING at a point on the northwesterly side of Essington avenue (one hundred eight feet wide, State Route #3019), said point being measured north thirty-six degrees forty minutes eighteen seconds east, along the said northwesterly side of Essington avenue, the distance of one thousand one hundred seventy-two and eight hundred fifty-two thousandths feet from the point of tangency of a curve having a radius of one hundred feet and an arc length of one hundred thirty-six and one hundred thirty-six thousandths feet which connects the said northwesterly side of Essington avenue with the northeasterly side of Bartram avenue (variable width); thence extending north fifty-three degrees nineteen minutes forty-two seconds west, crossing a five-foot wide easement for the Bell Telephone Company adjacent to the said northwesterly side of Essington avenue, the distance of three hundred sixty-four feet to a point; thence extending south thirty-six degrees forty minutes eighteen seconds west, the distance of one hundred eighteen and three hundred thirty-three thousandths feet to a point; thence extending north fifty-three degrees nineteen minutes forty-two seconds west, the distance of twenty-five feet to a point; thence extending seventeen degrees nineteen minutes forty-two seconds west, the distance of two hundred ninety-six and one hundred sixty-seven thousandths feet to a point; thence extending south seventy-two degrees forty minutes eighteen seconds west, the distance of two hundred fifty-nine and two hundred seventy-one thousandths feet to a point; thence extending south thirty-six degrees forty minutes eighteen seconds west, the distance of fifty-five and five hundred six thousandths feet to a point, thence extending north fifty-three degrees nineteen minutes forty-two seconds west, crossing a second five-foot wide easement for the Bell Telephone Company adjacent to the southeasterly side of Holstein avenue (one hundred feet wide), the distance of five hundred feet to a point on the said southeasterly side of Holstein avenue; thence extending north thirty-six degrees forty minutes eighteen seconds east, along the said southeasterly side of Holstein avenue, the distance of seven hundred eighty and nine hundred sixty-four thousandths feet to a point; thence extending south fifty-three degrees nineteen minutes forty-two seconds east, re-crossing each of the two aforementioned five-foot wide easements, the distance of one thousand one hundred forty-seven and four hundred seventy-two thousandths feet to a point on the said northwesterly side of Essington avenue; thence extending south fourteen degrees twenty-one minutes eighteen seconds west, along the said northwesterly side of Essington avenue, the distance of one hundred thirty-four and six hundred sixty-six thousandths feet to a point of curve; thence extending southwestwardly, still along the said northwesterly side of Essington avenue, along the arc of a circle curving to the right and having a radius of eleven hundred feet, the arc distance of four hundred twenty-eight and four hundred forty-nine thousandths feet to a point of tangency; thence extending south thirty-six degrees forty minutes eighteen seconds west, still along the said northwesterly side of Essington avenue, the distance of twenty-nine and one hundred seventy thousandths feet to a point being the first mentioned point and place of beginning.

 

                                          CONTAINING in area, more or less,  eight hundred twenty-nine thousand nine hundred eighty-three square feet or nineteen and five hundred thirty-eight ten-thousandths acres.

 

 

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PHILADELPHIA

 

                     THAT the sale by the Philadelphia Authority for Industrial Development to MDC Philadelphia, LLC, developer for Airborne Express, of Parcel F-13 in the Eastwick Urban Renewal Area - Stage "A" Industrial, as is more fully described above, is hereby approved so that the redevelopment and urban renewal of the Eastwick Urban Renewal Area may proceed in a manner most beneficial to the City of Philadelphia.
