Title

Amending Section 20-304 of The Philadelphia Code, entitled “Compensation for Members of Boards, Commissions, Committees and Councils,” to provide for compensation for the members of the Food and Nutrition Security Advisory Commission; and amending Title 21 of The Philadelphia Code (“Miscellaneous”) by adding a Chapter entitled “Food and Nutrition Security,” to provide additional duties of the Office of Food and Nutrition Security, the composition and duties of the Food and Nutrition Security Advisory Commission, for reporting requirements about food and nutrition security, and an online portal, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1. Section 20-304 of The Philadelphia Code is hereby amended to read as follows:

§ 20-304. Compensation for Members of Boards, Commissions, Committees and Councils.

   (4*)  Food and Nutrition Security Advisory Commission. Each member of the Food and Nutrition Security Advisory Commission shall receive one hundred twenty-five dollars ($125) compensation for each meeting of the Commission which the member attends; provided, that the total compensation paid to each member in any year shall not exceed one thousand five hundred dollars ($1,500).

 

 

SECTION 2. Title 21 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 21-3**0. FOOD AND NUTRITION SECURITY

 

§ 21-3**1. Definitions.

 

   (1)   Disproportionate means situations of concern where there exist significantly higher and more adverse effects on low-income or other disadvantaged populations.

 

   (2)   Food and nutrition security means multidimensional access to enough food, as measured in quantity (adequate calories); dietary quality (food nutritional value); safety (absence of harmful microorganisms or other environmental contaminants); suitability (cultural acceptability of ingredients and preparation); psycho-emotional appropriateness (lack of persistent hunger or feelings of food deprivation); and acceptability (socially appropriate methods for acquiring foods).

 

   (3)   Food and nutrition insecure area means a geographic region lacking access to food and nutrition security in any single measure of access, or any combination thereof.

 

   (3)   Office means the Office of Food and Nutrition Security.

 

§ 21-3**2. Food and Nutrition Security Advisory Commission.

 

   (1)  Composition.  The Advisory Commission shall be composed of such members as the Mayor may appoint, in consultation with the Council President, and shall meet at such times and in such manner as it deems appropriate to perform a full and comprehensive review of the issues to be covered in its report and recommendations. Members should reflect the diversity of the city.

 

   (2)  Duties.  The Advisory Commission should be charged with the duty to advise the Office regarding the methods, best practices, and related food and nutrition security information required to create and implement the Food and Nutrition Security Plan.

 

      (a)   Criteria for identifying locations within the City that experience disproportionate food and nutrition insecurity;

 

      (b)   Methods of collecting data and conducting analysis in identified locations related to food and nutrition security concerns;

 

      (c)   Existing City programs, policies, activities and processes that may implicate food and nutrition security; and

 

      (d)   Identification and removal of barriers to meaningful decision-making affecting residents of food and nutrition insecure areas.

 

   (3)  The Advisory Commission shall be composed of such members as the Mayor may appoint, in consultation with the Council President, and shall meet at such times and in such manner as it deems appropriate to perform a full and comprehensive review of the issues to be covered in its report and recommendations. Members should reflect the diversity of the city.

 

§ 21-3**3. Food and Nutrition Security Plan.

 

   (1)  The Office shall annually, beginning not later than January 1, 2029, submit to Council a Food and Nutrition Security Plan, which shall contain the following information:

 

      (a)   Criteria for identifying locations within the City that experience disproportionate food and nutrition insecurity;

 

      (b)   Methods of collecting data and conducting analysis in identified locations related to food and nutrition security concerns;

 

      (c)   Existing City programs, policies, activities and processes that may implicate food and nutrition security;

 

      (d)   Identification and removal of barriers to meaningful decision-making affecting residents of food and nutrition insecure areas;

 

      (e)   Programs facilitated by the Office; and

 

      (f)   Such other information as seems advisable to the Office in consultation with the Food and Nutrition Security Commission.

 

§ 21-3**4. Food and Nutrition Security Online Portal.

 

   (1)  The Office of Food and Nutrition Security, or such other office or agency as the Mayor may designate, shall maintain a food and nutrition security portal on the city's website that provides easy access to the following resources:

 

      (a)   Data, maps and other information from city, state and federal sources, and from other relevant sources, relating to food and nutrition security concerns;

 

      (b)   The Food and Nutrition Security Plan and any other report, recommendations or plan issued by the Office or the Food and Nutrition Security Advisory Commission or by any city agency, relating to food and nutrition security concerns;

 

      (c)   City programs that promote food and nutrition security and foster community engagement with and participation in agency decision-making that implicates food and nutrition security concerns; and

 

      (d)   Commonwealth of Pennsylvania and federal programs that promote food and nutrition security.

 

 

SECTION 3. This Ordinance shall be effective upon approval by the voters of the question placed on the ballot in Ordinance No. ______, enacted on ____ __, 2027.
