Title

The Council of the City of Philadelphia is pleased and proud, on the occasion of his retirement, to join with the family, many friends and colleagues of Vincent J. Jannetti.  We honor him on his exemplary service as Acting Secretary of Financial Oversight and Director of Finance and recognize his thirty-six years of stellar service to the citizens of the City of Philadelphia.

Body

WHEREAS, Vincent J. Jannetti is a lifelong resident of the City of Philadelphia, born on February 24, 1950.  Vince received his early education in this City and then attended Villanova University, where he earned a Bachelor of Science degree in Business Administration, majoring in Accounting; and

 

WHEREAS, In 1972, Vince married the love of his life, Mary.  Their loving union produced two wonderful sons, Vincent and Christopher; and

 

WHEREAS, Vince began his career with the City of Philadelphia on July 6, 1971.  With his competence and unusual degree of work ethic, Vince quickly earned the respect of his supervisors and peers and began rising up the ladder.  He served as the City's fiscal liaison with an accountant for Philadelphia '76, Incorporated, the City's bicentennial agency, and with the various labor unions dealing with the complexities of health and welfare payments to City employees.  Between 1993 and 1995, Vince acted as the fiscal officer on the construction of the Criminal Justice Center and the Curran Fromhold Correctional Facility.  In March 1987, Vince was appointed Executive Director of the Sinking Fund Commission.  He assumed responsibility for the budgeting, payments and administration of the City's debt service and bond work.  He also acted as Chief Administrative Officer for the Philadelphia Gas Works Retirement Reserve Fund.  In July 2002, in recognition of his excellent work, Vince was appointed Deputy Director of Finance for Debt Management; and

 

WHEREAS, On December 27, 2004, Vincent J. Jannetti was appointed by the Mayor to the position of Acting Secretary of Financial Oversight and Director of Finance.  As a member of the Mayor's Cabinet, this position is responsible for the entire spectrum of the City's finances. Vince also served on the Administrative Board and numerous other boards, including Chair of the Board of Pensions and Retirement and member of the Philadelphia City Planning Commission, Pennsylvania Intergovernmental Cooperation Authority, Penn's Landing Corporation, Philadelphia Facilities Management Corporation, Philadelphia Housing Development Corporation, Philadelphia Industrial Development Corporation and Welcome America.

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Vincent J. Jannetti on his thirty-six years of outstanding and honorable service to the citizens of Philadelphia.  We extend our warmest wishes for a long, healthy and happy retirement and express our sincere appreciation for his many accomplishments throughout a long and distinguished career and for the positive impact his tireless work has brought to the citizens of this City.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Vincent J. Jannetti as evidence of the sincere sentiments of this legislative body.
