Title
Amending Chapter 9-1000 of the Philadelphia Code, entitled “Trades,” and amending Title 4 (“The Philadelphia Building Construction and Occupancy Code”) Subcode “P” of the Philadelphia Code, entitled “The Philadelphia Plumbing Code” to add provisions related to the creation and administration of the Master Plumber and Journeyman Plumber examinations.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Section 9-1000 of The Philadelphia Code is hereby amended as follows:

§ 9-1003. Plumbers.

(3) Master Plumber License.

(b) Upon receipt of the application and payment of the application and
examination fee as set forth in subsection 9-1003(7), the [Department] Plumbing Advisory Board shall examine the applicant to determine whether the applicant has the requisite knowledge of a Master Plumber. If the applicant passes such examination, pays the annual license fee as set forth in subsection 9-1003(7) and provides satisfactory evidence that the insurance requirements of subsection 9-1003(5) have been met, then the applicant shall be licensed and registered by the Department.

(4) Apprentices and Journeymen.
(a) No person shall work as a journeyman plumber unless he or she is licensed
with the Department. Applications for a journeyman's license shall be made on forms provided by the Department. Such application must include the name and home address of the applicant, certify that the applicant has been a duly registered apprentice plumber for not less than four years, and include proof, in the form acceptable to the Department, of such employment. Upon receipt of the application and payment of the application and examination fee as set forth in subsection 9-1003(7), the [Department] Plumbing Advisory Board shall examine the applicant to determine whether the applicant has the requisite knowledge of a journeyman plumber. If the applicant passes such examination, then the applicant shall be licensed by the Department upon payment of the annual license fee as set forth in subsection 9-1003(7)(b).

(9) Creation and Administration of the Master Plumber and Journeyman Plumber Examinations.
(a) The Master Plumber and Journeyman Plumber Examinations shall be crafted and administered by the Philadelphia Plumbing Advisory Board to provide for thorough examination of plumbing expertise in alignment with the Philadelphia Plumbing Code.
(b) The Philadelphia Plumbing Advisory Board shall review all exam applications received and verify that the application has satisfied all the requirements to sit for the Journeyman Plumber Exam as well as employment records, apprenticeship registrations, prior testing, and any registrations outside of the City of Philadelphia in accordance with § 9-1003 of the Philadelphia Code.
(c) The Philadelphia Plumbing Advisory Board shall review all exam applications received and verify that the application has satisfied all the requirements to sit for the Master Plumber exam as well as employment records, prior testing, proper time served as a Journeyman Plumber, any registrations outside of the City of Philadelphia and the two required references from two licensed Master Plumbers with the City of Philadelphia in accordance with § 9-1003 of the Philadelphia Code.
(d) The Philadelphia Plumbing Advisory Board shall administer and proctor the exam once a quarter each year at a location provided by the Department of Licenses and Inspections.

SECTION P-106 PLUMBING ADVISORY BOARD
P-106.1 Establishment. The Plumbing Advisory Board is established in the Department of Licenses and Inspections, with such duties as may be determined by the Mayor by Executive Order, subject to § 9-1003.
SECTION 2. This Ordinance shall take effect immediately.
