Title

Honoring William Carapucci, Deputy Recreation Commissioner for his thirty-eight years of outstanding service to the citizens of Philadelphia.

Body

WHEREAS, In March 1968, William Carapucci began his career with the City of Philadelphia Department of Recreation as Assistant Recreation Leader at the Francis J. Myers Recreation Center.  After also serving at the Barry Playground, he was promoted to Recreation Leader I in July of 1969.  Bill was then assigned to the DiSilvestro Playground.  He became Supervisor of DiSilvestro in October 1969.  Bill was further promoted to the position of Recreation Leader II in October 1974 and was assigned to the Smith Playground in South Philadelphia.  He was again promoted, in October 1977, to Recreation Leader III at the Murphy Recreation Center, also in South Philadelphia. Bill was called on to serve as the Acting District Manager in South Philadelphia from July 1978 until March 1980; and

 

WHEREAS, Following his tenure as Acting District Manager, Bill was assigned to the Water Tower Recreation Center in April 1980. He received a promotion to District Manager in September 1986 and was assigned to District Eight, in West Philadelphia.  Bill was reassigned to District Ten in South Philadelphia in July 1988, where he remained until May of 1992.  At this time, Bill was assigned to the Recreation Commissioner’s Office as a Program Director.  He became Special Projects Director in June 1993, supervising all specialty areas, including Sports and Athletics, and Cultural Arts.  In this capacity, he supervised the operations of the Junior Baseball Federation and the Broad Street Run; and

 

WHEREAS, William Carapucci was promoted to Deputy Recreation Commissioner of Development and Special Programs in October 1995, where he added Training and Development, Grants, and Labor Relations to his workload.  Bill became Deputy Commissioner of Programs and Facilities in October 1999. He was named Acting Commissioner of the Department in November of 1999 and served until May of 2000.  At this time, he returned to the Deputy Commissioner position, where he remained until his retirement. Among his many accomplishments, Bill played an integral part in the success of the Blue Cross Broad Street Run, the Summer Food Program, the Summer Day Camps and the Junior Baseball Federation Program, which remains one of the largest departmental fundraisers; now therefore

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend William Carapucci for his many years of faithful service to the citizens of Philadelphia.  We extend our sincere appreciation for his many accomplishments throughout a long and noteworthy career and for the positive impact his tireless work has brought to the lives of so many of our city’s children.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to William Carapucci as evidence of the sincere sentiments of this legislative body.
