Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the New Kensington - Fishtown Urban Renewal Area, designated as Parcel Nos. 90, 91, 92, 93, 94 & 95 also sometimes identified by respective house number and street address for Parcel No. 90 as 2178 East Cumberland street, for Parcel No. 91 as 2045-2047 East Dauphin street, for Parcel No. 92 as 2436 East Firth street, for Parcel No. 93 as 2417 East Firth street, for Parcel No. 94 as 2209 East Gordon street and for Parcel No. 95 as 2064-2066 East York street; authorizing the Redevelopment Authority to execute the redevelopment contract with New Kensington Community Development Corporation and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

                     WHEREAS, The Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") has prepared and submitted an urban renewal plan and a redevelopment proposal for the redevelopment of the New Kensington - Fishtown Urban Renewal Area,  (hereinafter "New Kensington - Fishtown"), which said plan and proposal were approved by Ordinance of the Council on June 13, 1997, as amended; and

 

                     WHEREAS, The Redevelopment Authority has prepared a redevelopment contract for a portion of the New Kensington - Fishtown, designated as Parcel Nos. 90, 91, 92, 93, 94 & 95 also sometimes identified by respective house number and street address for Parcel No. 90 as 2178 East Cumberland street, for Parcel No. 91 as 2045-2047 East Dauphin street, for Parcel No. 92 as 2436 East Firth street, for Parcel No. 93 as 2417 East Firth street, for Parcel No. 94 as 2209 East Gordon street and for Parcel No. 95 as 2064-2066 East York street (hereinafter “Parcels”).  The areas of said Parcels are bounded as follows:

 

Parcel No. 90 (2178 East Cumberland street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the south side of Cumberland street (sixty feet wide) at the distance of thirty feet west from the west side of Sepviva street (fifty feet wide); Containing in front or breadth on the said Cumberland street fifteen feet and extending of that width in length or depth between parallel lines at right angles to the said Cumberland street seventy two feet five inches to a point.

 

Parcel No. 91 (2045-2047 East Dauphin street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the northeasterly side of Dauphin street (fifty feet wide) at the distance of thirty three feet three and five-eighths inches southeastwardly from the southeasterly side of Coral street (fifty feet wide);  Thence extending northeastwardly on a line at right angles to the said Dauphin street twenty two feet one and three-quarters inches to a point;  Thence extending northwestwardly on a line parallel with the said Dauphin street five feet seven and three-eighths inches to a point;  Thence extending northeastwardly on a line at right angles to the said Dauphin street four feet to a point;  Thence extending northwestwardly on a line parallel with the said Dauphin street three feet nine and one-quarter inches to a point;  Thence extending northeastwardly on a line at right angles to the said Dauphin street twenty eight feet two inches to a point;  Thence extending southeastwardly on a line parallel with the said Dauphin street one foot nine and one-half inches to a point;  Thence extending northeastwardly on a line at right angles to the said Dauphin street two feet six and three-eighths inches to a point;  Thence extending southeastwardly on a line parallel with the said Dauphin street twenty two feet eleven and one-eighth inches to a point;  Thence extending northeastwardly on a line at right angles to the said Dauphin street forty three feet one and seven-eighths inches to a point;  Thence extending southeastwardly on a line parallel with the said Dauphin street eighteenth feet to a point;  Thence extending southwestwardly on a line parallel with the said Coral street one hundred feet to a point on the said side of Dauphin street;  Thence extending northwestwardly along the said side of Dauphin street thirty three feet four inches to the first mentioned point and place of beginning.

 

Parcel No. 92 (2436 East Firth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the southwest side of Firth street (fifty feet wide) at the distance of eighty eight feet northwestward from the northwest side of Gaul street (fifty feet wide);  Containing in front or breadth on the said Firth street fourteen feet and extending of that width in length or depth between parallel lines at right angles to the said Firth street fifty seven feet six inches to a point on the northwest side of Freedley street (twenty feet wide).

 

Parcel No. 93 (2417 East Firth street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the northeast side of Firth street (forty feet wide) at the distance of one hundred forty three feet eleven inches southeastwardly from the southeast side of Cedar street (forty feet wide);  Containing in front or breadth on the said Firth street fourteen feet and extending of that width in length or depth between parallel lines at right angles to the said Firth street seventy feet to a point in the middle of a certain five feet wide alley that extends northwest and southeast and communicates with other certain five feet wide alleys that extend into Segeant street (forty feet wide).

 

Parcel No. 94 (2209 East Gordon street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the northeast side of Gordon street (forty feet wide) at the distance of seventy two feet southeastward from the southeast side of Sepviva street (fifty feet wide);  Containing in front or breadth on the said Gordon street eighteen feet, including the soil of a certain two feet six inches wide alley that extends southwestwardly into the said Gordon street, and extending of that width in length or depth between parallel lines at right angles to the said Gordon street forty five feet eight inches to a point.

 

Parcel No. 95 (2064-2066 East York street).

 

ALL THAT CERTAIN lot or piece of ground situated in the Thirty-first Ward of the City of Philadelphia beginning at a point on the southerly side of York street (fifty feet wide) at the distance of sixty eight feet westwardly from the westerly side of Amber street (fifty feet wide);  Containing in front or breadth on the said York street thirty six feet and extending of that width in length or depth between parallel lines at right angles to the said York street one hundred fifty four feet six inches to a point on the northerly side of Arizona street (forty feet wide).

 

                     The said redevelopment contract is in substantial conformity with the amended urban renewal plan and the amended redevelopment proposal approved by the Council.

 

                     WHEREAS, New Kensington Community Development Corporation desires to enter into the said redevelopment contract for the Parcel; and

 

                     WHEREAS, The Redevelopment Authority has prepared a disposition supplement providing, inter alia, for development controls and regulations imposed upon the Redeveloper.

 

                     RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract submitted by the Redevelopment Authority of the City of Philadelphia (hereinafter "Redevelopment Authority") for the redevelopment of that portion of the New Kensington - Fishtown Urban Renewal Area, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with New Kensington Community Development Corporation (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

                     RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract and disposition supplement hereby approved.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract.
