Authorizing the Committee on Streets and Services to investigate the Philadelphia Parking Authority’s enforcement during Philadelphia’s summer 2026 events, including FIFA World Cup 26; its accountability to Philadelphia residents and City government; and reforms to protect residents, strengthen oversight, and restore meaningful local control.

WHEREAS, Philadelphia’s summer 2026 calendar included FIFA World Cup 26, the Lemon Hill FIFA Fan Festival, Wawa Welcome America and the nation’s 250th anniversary, and Major League Baseball’s All-Star festivities, making protection of neighborhood access an essential responsibility of event planning and parking enforcement; and
WHEREAS, The City’s May 19 transportation plan required a separate, temporary residential parking permit in the Lemon Hill area from June 11 through July 19, including for existing permit holders, and contemplated Parkway restrictions extending from Memorial Day through Labor Day; and
WHEREAS, On June 17, WHYY reported that the Philadelphia Parking Authority acknowledged issuing 181 erroneous tickets among 3,169 tickets during the Fan Festival’s first five days, stated that those errors had been corrected, and promised refunds for vehicles wrongfully towed; and
WHEREAS, Axios reported 14,281 tickets and 1,023 towed vehicles within the Fan Festival’s special parking zone over the tournament; and
WHEREAS, Under 53 Pa.C.S. § 5508.1, the Authority’s six-member board is selected through a state appointment process involving the Governor and legislative presiding officers; although members must reside in Philadelphia, the Mayor and City Council do not appoint the board under that framework; and
WHEREAS, This structure separates control of an agency exercising substantial power on Philadelphia’s streets from direct accountability to Philadelphia’s elected municipal government, leaving City officials responsible to constituents without corresponding authority over the Authority’s leadership; and
WHEREAS, Existing audit requirements, City parking legislation, and administrative appeals provide important oversight mechanisms, but do not substitute for local control of the board or a dependable process for securing operational records, enforcing service standards, and obtaining timely corrective action; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Streets and Services is hereby authorized to hold hearings investigating the Philadelphia Parking Authority’s summer 2026 enforcement, financial practices, and accountability to Philadelphia residents and City government, and to recommend reforms.
