Calling on the Mayor to Promote the Procurement and Usage of Pennsylvania Remanufactured Automobile Parts and Related Equipment by all City Departments.
Body
      WHEREAS, The Pennsylvania Senate by Resolution No. 338, has recognized the importance of the remanufacturing industry and has requested that the Governor sign an Executive Order requiring all Commonwealth departments, boards, agencies, and commissions to procure and utilize remanufactured automobile parts and equipment; and
 
      WHEREAS, In consideration of PA Senate Resolution No. 338, the County Commissioners of Bucks, Chester, and Montgomery Counties passed resolutions promoting the procurement and usage of Pennsylvania remanufactured automobile parts and related equipment by their county's departments and a similar resolution is pending in Delaware County; and
 
WHEREAS, Remanufacturing is designed to improve and reuse worn-out, defective or discarded parts, or products in a manner that saves money for consumers, protects the environment, and conserves natural resources; and
 
WHEREAS, Used parts and products are cleaned, inspected, refurbished, and repaired or replaced during the remanufacturing process and these parts and products are then reassembled and performance-tested to meet industry standards and specifications for the particular part or product; and
 
WHEREAS, Commonly remanufactured items include, but are not limited to, automobile parts, computer hardware, photocopiers, office furniture, and toner cartridges; and
 
WHEREAS, Remanufacturing is a major industry in the national economy, accounting for more than $53 billion in annual sales and 480,000 direct jobs, and remanufacturing of automobile parts and equipment accounts for $36 billion in annual sales in the U.S.; and
 
WHEREAS, Remanufacturing of parts and products is a significant source of safeguarding the environment by recycling and conserving natural resources and this process often saves more than 80% of the energy and materials necessary to create a new part or product; and
 
WHEREAS, Remanufacturing reduces carbon dioxide emissions by 28 million tons annually, equivalent to the amount of carbon dioxide released by ten 500 megawatt coal-fired, electricity-generating plants annually; and
 
WHEREAS, Remanufacturing parts and products saves the equivalent of 400 trillion BTUs per year, which is equivalent to the electricity produced by eight nuclear power plants per year; and
 
WHEREAS, The annual energy saved by remanufacturing parts and products equals 16 million barrels of crude oil or the lifetime fuel consumption of 75,000 automobile owners and the material conserved by remanufacturing equals 14 million tons annually or enough material to fill a train 1,650 miles long; and
 
WHEREAS, Remanufacturing automobile parts and equipment typically save consumers 30% to 50% compared to the price of newly manufactured comparable parts and equipment and the affordability of remanufactured parts extends the life of automobiles, keep them on the road rather in various junkyards; and
 
WHEREAS, Automobile parts and equipment are among the most reusable consumer products with 75% to 80% of an automobile's parts and equipment being recyclable and remanufactured parts and products often are certified and guaranteed to last as long as newly manufactured parts and products;  now, therefore, be it
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, that we hereby call on the Mayor to promote the procurement and usage of Pennsylvania remanufactured automobile parts and related equipment by all City departments.
